Why are driving bans applied in low emission zones?

Particulate matter, which is harmful to health, is to be tackled at a Europe-wide level. Ever since the EU Air Quality Directive 1999/30/EU came into force, local authorities are obliged by EU and national law to implement action plans to ensure compliance with stringent limit values for particulate matter (PM10). These action plans may include restrictions on traffic, such as time-limited driving bans for diesel vehicles. Vehicles without an appropriate particulate filter may be affected by this.
